Maria do Rosário Oliveira Martins is Full Professor of Statistics and Deputy Director at the Institute of Hygiene and Tropical Medicine, NOVA University of Lisbon, Portugal, where she is the coordinator of the Master program in statistics applied to health (full eLearning Program). She is also member of the board of the PhD Program in Global Public Health. She is member of the Strategic Advisory Committee of the European & Developing Countries Clinical Trials Partnership (EDCTP) and WHO consultant for Health Information Systems (Health Observatory of the African Region). She is member of the International AIDS Society Award Committee for Experts in HIV Service Delivery Fellowship Programme and elected President of TropEd-Network for Education in International Health.
She was member of the NOVA General Council between 2009 and February 2018, member of the Ethical Committee for Research Investigation in Portugal (CEIC) between 2011 and 2017 and vice President of the IHMT Scientific Council between 2010 and 2012. She has been President of the NOVA eLearning Unit Mission, between 2007 and 2009. From 2004 until 2007, Maria do Rosário Oliveira Martins has been Pro-Rector of NOVA University of Lisbon, having implemented the NOVA eLearning Centre. She has been Deputy Director of the Institute of Statistics and Management Information between 2000 and 2010, where she was also President of the Pedagogical Board. She was Director of the undergraduate Program in Information Management for six years, and she has implemented the eLearning undergraduate program in Statistics and Management Information. She was also member of the NOVA University Senate for ten years. In 2007 and 2008 she was member of the Portuguese Statistical Council. She was consultant at the National Institute of Statistics during 8 years.
She teaches statistics, research methods and econometrics for public health in several Master and PhD programs. She supervised more than 40 Master Dissertations and 6 PhD Theses. She was Principal Investigator of more than 10 Research and Development Projects financed by national funds and she was the Principal Investigator one EU financed project and one International Project. At the present, she participates as Researcher in several National, EU funded and International Projects. She was the representative of NOVA University in several European networks, such as EUCEN and EULLearN. She coordinated the WHO-TDR project on Strengthening Capacity Research in African Lusophone Countries. She is author of 5 books and she has published more than 60 papers in National and International Scientific Reviews. She participates regularly in international conferences. She was responsible by the course in Quantitative Methods within the joint Master Program between NOVA and Columbia University, in the field of Public Policies.
Maria do Rosário Oliveira Martins is in charge of many research capacity strengthening and training programs, namely in Portuguese Speaking African Countries: short-term courses in statistics, research methods and scientific writing in several Universities in Mozambique (Universidade Lurio, Nampula, Uni Zambeze, Beira, and National Institute of Health, Ministry of Health, Maputo, National Institute of Health, Cape-Verde) and University of Cape Verde. She was also responsible for Research Methods and Statistics in the 1st International Specialization Course in Public Health for CPLP Doctors; she was the principal Coordinator of the eLearning Project : Excellence in ICT use for learning purposes – developing competencies and establishing best practices, financed by the EU (ACP@ICT) and with Mozambique as partner and member of the EDULIK Project: Sustainable Geographic Information Knowledge Transfer for Postgraduate Education, with Cape Verde and Mozambique as partners. She is the European coordinator of the EDCTP funded project LusoAfro-Bioethics (with Mozambique, Angola and Cape-Verde partnership).
