Civil society engagement in innovation and research through the European Public Health Association

The European Public Health Association (EUPHA) proposed and led PHIRE (Public Health Innovation and Research in Europe), with co-financing by the European Commission, to assess public health innovation and research at national level in Europe. PHIRE was also designed to promote organizational development and capacity building of EUPHA. We assess the success and limitations of using EUPHA’s participative structures.

A deficit of one million healthcare workers forecasted in the European Union by 2020 turns the ‘universal truth’ that there is ‘no health without a workforce’ into the perhaps biggest challenge for future healthcare systems and services management. We argue that effective healthcare management needs systematic connections with health workforce macro- and meso-levels of governance.

A participatory, formative meta-evaluation of baseline studies in Brazil is presented. International standards recommended by associations of evaluators were used, along with “specificity” criteria built up using the terms of reference for proposals for the selection of studies.
